About MODHIP

Who We Are

The Ministry of Defence Health Implementation Program (MODHIP) is a public health initiative of the Federal Ministry of Defence, Nigeria, designed to deliver integrated healthcare services that benefit both military and civilian populations.

Born from a partnership between the Nigerian Ministry of Defence and the United States Department of Defense through PEPFAR (U.S. President’s Emergency Plan for AIDS Relief), MODHIP has become a national model of excellence in HIV response, disease prevention, and health systems strengthening — grounded in research, innovation, and collaboration.

MODHIP was established in 2005 in response to the growing burden of HIV/AIDS among military personnel and their dependents. Over the years, our mandate has expanded to address co-morbidities like tuberculosis and malaria, and more recently, to support Nigeria’s response to emerging infectious diseases such as COVID-19 and Lassa fever.

We work through a growing network of MODHIP-supported military health facilities and collaborate with local, national, and international partners to deliver life-saving interventions, build resilient health systems, and improve the quality of life for millions.

Service
We are committed to serving those who serve — Nigeria’s armed forces, their families, and surrounding communities — with dignity, urgency, and compassion.

Excellence
We uphold the highest standards of professionalism, evidence-based care, and program delivery in all our interventions and research.

Integrity
We operate transparently and ethically, ensuring accountability in every action, from clinical decisions to stakeholder engagement.

Innovation
We embrace technology, data, and forward-thinking solutions to advance health systems and combat emerging public health threats.

Collaboration
We believe in the power of partnerships — across governments, donors, communities, and healthcare systems — to deliver sustainable impact.

Resilience
In the face of conflict, crisis, or complexity, we remain adaptable and mission-focused in supporting Nigeria’s health security.

Equity
We ensure inclusive access to quality healthcare for both military and civilian populations, regardless of status or background.

MODHIP is dedicated to providing integrated, comprehensive interventions for HIV, malaria, tuberculosis, and other diseases of military significance while contributing to national and global health responses.

By leveraging government support, donor agencies, military institutions, and civilian healthcare systems, we aim to reduce disease burdens, enhance health security, and strengthen medical research in Nigeria and beyond.

To be Africa’s leading military health institution, pioneering innovative public health solutions and cutting-edge research that strengthen military readiness, advance national security, and promote the health and resilience of military and civilian populations.

To safeguard and enhance the health of Nigeria’s Armed Forces and civilian communities through innovative public health interventions, rapid emergency response, prevention and treatment of infectious diseases, and evidence-based research. We achieve this by leveraging strategic partnerships, advancing medical knowledge, and delivering sustainable solutions that ensure operational readiness and optimal health outcomes

With operations in over 31 military health facilities across Nigeria, MODHIP serves as a bridge between military precision and public health compassion — reaching thousands of patients every day, from field bases to urban hospitals.

MODHIP thrives through strong partnerships with:

  • Federal Ministry of Defence & Military Medical Services
  • U.S. Department of Defense (DoD)
  • PEPFAR & Walter Reed Army Institute of Research (WRAIR)
