Assistant Director/Safety and Biosecurity Manager
Juliet Chibuzor Joseph is a distinguished Medical Laboratory Scientist and public health leader with a proven track record in biosafety, biosecurity, and laboratory accreditation. She is currently completing her PhD, further augmenting her extensive academic credentials.
A Fellow of the Medical Laboratory Science Council of Nigeria (MLSCN), she holds a Master of Public Health (MPH) from the National Open University of Nigeria and a postgraduate degree in HIV/AIDS Education and Management. Her foundational training includes an associate degree from the prestigious University College Hospital (UCH), Ibadan.
Mrs. Joseph began her exemplary career in the Department of Histopathology at UCH Ibadan. She then served as the pioneering Medical Laboratory Scientist at the 108 Nigerian Air Force Hospital (now 063 NAFH) in Abuja, where she was instrumental in establishing the laboratory and its hematology and blood banking services.
Since May 2011, she has been a vital asset to the Ministry of Defence and the Defence Reference Laboratory (DRL), rising through the ranks from Senior Medical Laboratory Scientist to her current role as Assistant Director. At DRL, she demonstrated exceptional leadership as the pioneer Safety Officer, playing a key role in the team’s historic achievement of the laboratory’s first ISO 15189:2012 accreditation (A2LA) in 2018—a standard that has been maintained and successfully transitioned to ISO 15189:2022 in 2024.
As the Safety and Biosecurity Manager, she is responsible for new staff onboarding, risk assessments, audit performance evaluations, and implementing Quality Management Systems to ensure seamless operations. She was also a core team member in establishing the TB Modular Laboratory at DRL.
A trainer and an internationally certified Biorisk Management Professional by the International Federation of Biosafety Associations (IFBA), and registerd Fellow of the Medical Laboratory Science Council of Nigeria,Juliet is a native of Aniocha North Local Government Area in Delta State and is happily married with children.
